Electric mobility in Portugal: new rules on the horizon

Electric mobility is no longer the future. It is the present.

Portugal has been moving steadily through the energy transition, and electric vehicles have become a real, accessible and increasingly popular option for Portuguese drivers.

With this goal in mind, the Government recently presented a new legislative package that could change the electric mobility landscape in the country.

What do the new rules propose?

The proposals under public consultation aim to simplify the sector and strengthen user confidence. Among the most relevant measures, three points stand out.

1. Simpler and more transparent tariffs

All charging point operators will have to present their prices clearly and accessibly, both on their digital platforms and at the charging stations themselves.

The goal is to remove ambiguity and avoid surprises in the final bill.

2. Limits on fixed costs

Some operators currently apply fixed fees per charging session, regardless of the amount of energy consumed.

The new proposal aims to limit these costs, making the price more proportional to actual consumption and better aligned with the principle of energy fairness.

3. Stricter contracting rules

Specific rules are also expected for contracts between users and electricity suppliers for electric mobility.

The goal is to strengthen consumer protection by preventing abusive practices and unclear contractual clauses.

A positive direction, with real challenges

The measures are widely seen as a positive step towards a fairer and more accessible market.

However, several sector stakeholders highlight the need to balance regulation and competitiveness.

On one side, it is essential not to slow down the expansion of the public charging network, one of the sector's main current challenges.

On the other, sustainable business models are needed to keep attracting investment and innovation.
